Chlorine is added intentionally as a disinfectant. It is safe at UK levels. Let water stand in the fridge for 30 minutes or use an activated carbon filter jug — both remove chlorine effectively.
Usually yes — it is normally air bubbles trapped under pressure. Pour a glass and wait 30 seconds. If it clears from bottom to top, it is harmless dissolved air and safe to drink.
