Cloudy water is almost always caused by harmless dissolved air bubbles — but here is how to tell for certain.
If the cloudiness clears from the bottom of the glass upwards within 30 seconds, it is dissolved air — completely safe.
Dissolved air (most common). Water in mains pipes is under pressure. When it enters your tap and pressure drops, dissolved oxygen and nitrogen form tiny bubbles — exactly like opening a fizzy drink. This gives the water a milky, opaque appearance that clears from the bottom up as the bubbles rise. Completely harmless.
Recent maintenance work. Flushing or repair work on nearby mains can disturb air pockets in the network, temporarily increasing the dissolved air in your supply.
Cold weather. Cold water can hold more dissolved gas than warm water. In winter, water entering a warm house can appear cloudier than usual.
High mineral content (hard water areas). In very hard water areas, water can appear faintly hazy due to calcium and magnesium content. This does not clear on standing — but is harmless.
Fill a clear glass from the cold tap and place it on a white surface. Watch carefully:

Frequently asked questions
Almost always yes — the most common cause is dissolved air bubbles. Pour a glass and wait 30 seconds. If it clears from the bottom upwards, it is harmless trapped air and completely safe to drink.
Fill a clear glass from the cold tap and place it on a white surface. Wait 30 seconds. If the cloudiness clears from the bottom of the glass upwards, it is dissolved air (harmless). If it stays uniformly cloudy or has a colour, investigate further.
Sudden cloudiness usually follows nearby maintenance work, a burst main, or a change in water pressure. It normally resolves within a few hours. If it persists beyond 24 hours or the water is coloured, contact your water company.
Very hard water (above 300 mg/L) can appear faintly hazy in certain light due to mineral content, but this is different from the milky cloudiness caused by air. Hard water cloudiness does not clear when left to stand.
