Wales is served primarily by Welsh Water (Dŵr Cymru in Welsh), a not-for-profit organisation unique among UK water companies in having no shareholders. All profits are reinvested in infrastructure and used to keep bills lower than they would otherwise be. Welsh Water serves approximately 3.1 million people across the whole of Wales plus parts of Herefordshire, Shropshire, and the border counties. Hafren Dyfrdwy serves a small border area in north Wales and Shropshire.
Wales has some of the softest tap water in the UK. The upland Welsh landscape — moorland, forests, and mountain catchments — produces naturally very soft, low-mineral water. Hardness across most of Wales ranges from 30 to 80 mg/L CaCO₃, with some upland zones below 30 mg/L. Cardiff, supplied from the Brecon Beacons and the Llyn Brianne reservoir system, has soft water (50–70 mg/L). Swansea, from the Beacons and Tawe catchments, is similarly soft. Some eastern Wales zones, closer to the limestone geology of the Welsh Marches, are slightly harder.
Welsh Water's not-for-profit structure means it is governed differently from privately owned English water companies. It has no shareholders to pay dividends to, which means all financial surplus goes back into the business. Welsh Water consistently reports low regulatory penalties and has a good track record with the DWI. The company does not hold active PFAS improvement notices as of March 2026, reflecting relatively lower PFAS contamination in Wales's upland catchments.
The very soft water in Wales has some practical implications. It is excellent for appliances — no limescale whatsoever. However, very soft water is more corrosive than hard water and can leach more from plumbing materials. In very old properties with lead plumbing (pre-1970 construction), the soft acidic water can leach lead more readily. Welsh Water adds corrosion inhibitor (orthophosphoric acid) to treated water to reduce lead leaching, but in older properties, running the tap for 30 seconds before drinking first thing in the morning remains recommended.
